Dahil sa pag-usbong ng digital and electronic platforms na inaalok ng karamihan sa atin at isa sa mga source na pinagkakakitaan ngayong pandemya, papatawan na rin ito ng buwis kapag naisabatas na ang panukala.

LUSOT na sa House Ways and Means panel ang bill na nagpapataw ng 12% Value Added Tax (VAT) sa ilang foreign and local companies na nag-ooffer ng goods and services sa pamamagitan ng digital and electronic platforms.

Layon nito na amyendahan ang Section 105-A ng National Internal Revenue kung saan sisingilin ng 12% VAT mula sa kanilang gross receipts ang mga non-resident digital providers o mayroong online platform na ginagamit sa pagbili at pagbenta ng mga produkto o serbisyo gaya ng Netflix at Spotify na una nang napabalita na papatawan ng tax.

Maging ang Lazada at Shoppee ay papatawan din ng buwis at ang mga supplier ng digital services.

Sa nasabing bill, inilarawan ang digital services bilang “an entity which provides digital service or goods to a buyer through an online platform for purposes of buying and selling of goods or services or by making transactions for the provision of digital services on behalf of any person.”

“Iyong malala­king kompanya katulad ng Netflix, nagbebenta sa Pilipinas kaya dapat magbayad ng VAT. Pero wala nang income tax kasi we [in the bill] did not require them to have a domicile here,” sabi ni House Ways and Means Committee Chairman Joey Salceda, isa sa mga may akda ng panukalang batas.

“Digital service providers from outside [the country] gain profit from our constituents but they don’t pay tax [to Philippine government]. This bill levels the playing field for local digital service providers,” saad ni Deputy Speaker Sharon Garin, isa rin sa may akda ng measure.

Ayon naman kay Finance Assistant Secretary Daki Napao na maaaring makalikom ang pamahalaan ng P10 bilyon na revenue sa panukalang ipatutupad kung saan P9 bilyon nito ay magmumula sa foreign companies na nakabase sa ating bansa. /DM
