MANILA, Philippines — NAGHAIN si Sen. Risa Hontiveros ng Proposed Senate Resolution No. 732 kung saan ay pinaiimbetisgahan ang lumalaking bilang ng mga manggagawang hindi nabibigyang pansin ang mga benepisyo para sa mga delivery riders, Grab car drivers at iba pang mga trabaho na may kaugnayan sa pagiging freelancer o ‘gig economy workers’ sa bansa.

Ang naturang proposed resolution ay hinihikayat ang senado na pag-aralang mabuti ang mga benepisyo na maaaringg maibigay sa mga freelance workers at ang iba pang social protection nito na lubos na naapektuhan ng pandemya kung kaya’t pinipili na lamang ng mga ito [freelancers] ang magtrabaho kahit walang penepisyo na natatanggap.

Gaya ng part-time and temporary jobs ay lumalaki rin ang bilang ng kawalan ng benepisyo para sa kanila.

“There are also countless reports of unstable working conditions. Many of them are not considered employees. As lawmakers, we should look into these and craft measures that will better protect our gig economy workers.” ayon sa isang statement ng Senadora.

Bunsod ito ng isang pag-aaral na nasilip ni Hontiveros sa 2019 Payoneer study kung saan ay lumitaw na ang Pilipinas ay nasa ika-6 sa lumalagong ekonomiya sa buong mundo, at 35% growth naman nito ay ang nasa freelance na trabaho.

Sakabila nito, maraming manggagawa ang nagbigay din ng pahayag dahil sa “lack of stability low pay” at ang limitadong oportunidad sa sektor para sa mga freelancer, at ang paggamit ng makabagong teknolohiya kung saan ay nababawasan din ang bilang ng mga manggagawa.

Dahil sa malaking bilang ng mga gig economy workers sa bansa, itinuturing din sila bilang independent contractors at hindi employees, sila ay hindi entitled para makatanggap ng healthcare benefits, 13th month pay, retirement benefits, at iba pang proteksyon na nakapaloob sa Labor Code of the Philippines.

“Without laws that regulate and define the rights of our gig economy workers, they will certainly be exposed to abuse and exploitation,” saad ni Hontiveros.

”Our employment landscape is evolving and so should our laws be. With the rapidly expanding gig economy, Congress must plan and think more broadly about delinking healthcare, unemployment insurance, and other vital benefits from specific forms of employment. No one should be left out in the new normal everyone must have protection and dignity in the workplace, no matter what their employment status may be.” ani Hontiveros.
