Sotto, naghain ng Bill na tumutukoy sa maritime zone ng ‘Pinas

Naghain ng panukala si Senate President Vicente Sotto III ng isang Senate Bill 2289 na nagpapahayag at tumutukoy sa maritime zone ng Pilipinas upang protektahan ang mga karapatan ng soberanya ng bansa sa sarili nating katubigan.

Ipinaliwanag ni Sotto ang Senate Bill 2289 na tumutukoy na dapat gumawa ng sariling mapa ang Pilipinas sa nine-dash line gaya rin sa China.

“Let’s insist on our own maritime zones. It is just a matter of really setting our foot down,” saad ni Sotto.

Sa ilalim ng Bill 2289, tinutukoy dito ang maritime zones ng Pilipinas, ang archipelagic waters, territorial sea, contiguous zone, exclusive zone at continental shelf. Nakasaad din sa bill ang lahat ng teritoryo ng Pilipinas ay dapat makabuo ng kani-kanilang maritime zone alinsunod sa international law.

Ang SB 2289 ay tumutukoy din sa adjacent belt ng dagat na sinusukat ng 12 nautical miles mula sa baselines ng teritoryo ng dagat, habang ang magkakasunod na zone ay tumutukoy naman sa mga tubig na lampas at katabi nito sa teritoryo ng dagat at hanggang sa lawak na 24 nautical miles mula sa baselines.

Sa loob ng zone, maaaring kontrolin ng gobyerno ng Pilipinas ang paglabag ng mga nakagawian dito, ang fiscal, immigration o sanitary law at regulasyon sa loob ng teritoryo, at parusahan ang anumang paglabag sa loob ng territorial sea nito.

Tinutukoy din sa Senate Bill 2289 na ang “Philippines could exercise sovereignty over its internal waters, archipelagic waters and territorial sea, and the airspace over it as well as its seabed and subsoil in accordance with the [United Nations Convention on the Law of the Sea] and other existing laws and treaties.”
