ADVISORY: BSP ISSUES REMINDER ABOUT SUBMISSION OF FOREIGN BORROWINGS PLAN FOR Q4 2022 AND 2023

In line with the Bangko Sentral ng Pilipinas (BSP) mandate on external debt management and pursuant to Section 22.7 of the Manual of Regulations on Foreign Exchange Transactions (FX Manual), as amended, all public and private resident entities, intending to: (a) obtain medium- and long-term foreign loans/borrowings from non-residents, including offshore issuances of debt instruments; and (b) issue onshore debt instruments that require settlement in foreign currency, are required to submit not later than 30 September 2022 their foreign borrowings plan (FBP) for the 4th quarter of 2022 and whole year 2023. Said FBP shall be submitted to the BSP, through the International Operations Department, to the following email addresses: (a) for public sector loans/borrowings: iod-iog1@bsp.gov.ph; or (b) for private sector loans/borrowings: rosetan@bsp.gov.ph and geronimojb@bsp.gov.ph.
